Cindy Heit-Welch
Chief Operating Officer

Cindy worked for American Nursing Care in the late 1980’s and built a successful and profitable region. She then started her own homecare business in Dallas and sold it after five years. She went on to build a second successful homecare business and sold it to a large regional homecare provider, Spectracare, recently acquired by Amedisys. Cindy’s third homecare business is Gem City Home Care, based in Dayton, Ohio.  She and her partners have developed an employee-centered operating model which combines exceptional patient care with an extremely efficient back-office. The result is the lowest SG&A costs in the industry. Cindy is a registered nurse, graduating from Miami Valley Hospital School of Nursing in 1981. She earned a BS in Business Management from Letourneau University in Longview, Texas.

Bill Enouen
Chief Financial Officer

Bill brings over 28 years of experience in the accounting and finance area.  He began his career with Coopers & Lybrand, a public accounting firm, and subsequently worked for NCR Corp. and Dell, Inc. During his 20-year career with NCR, he was responsible for various financial functions within the company, including creating complex financing structures for customers of the financial services business unit. Bill earned a BS in Accounting from Miami University in 1977 and received his CPA Certification from the State of Ohio in 1981.

Gary D. Budzik
Vice President Sales & Marketing

Gary has a diverse background with over 25 years of experience in the financial services mergers and acquisitions field. He began his career with Goldman Sachs at the Chicago Mercantile Exchange, working with financial institutions throughout the country in the financial futures market. He also worked with Merrill Lynch as a retail broker, and with Lewald Orosey and Pepe as an institutional bond broker. Prior to joining the Bridge HomeCare Partners team, Gary was the Southeastern Regional Director of a merger and acquisition firm that completed numerous transactions in the healthcare field, including: biotech, assisted living, skilled nursing facilities, homecare agencies, therapy companies and business services companies.

Jeff Barrows
Director of Operations

Jeff has extensive experience in IT solutions and operations. He started his health care career in the 80’s with a hospital in eastern Indiana as a Project Manager in the IT department. In the early 90’s he was assigned a project to computerize the hospital’s home care department and has been in the home care field ever since. In Jeff’s 15+ years of home care experience, he has been responsible for training, IT, agency direction and software implementation. He was instrumental in implementing point-of-care laptops and was a key participant in regulatory and compliance issues with the State of Indiana. Prior to joining Bridge HomeCare Partners, Jeff was Corporate Project Operations Manager for American Nursing Care.

Tammy Fisher
Clinical Operations Manager

Tammy graduated from St. John’s Hospital School of Nursing with a Diploma in Nursing in 1991. She was granted her CCM certification in 2000.

Tammy has worked as a Registered Nurse in the fields of neonatal intensive care, orthopedics and medical surgery. She also has experience as an Admitting Case Manager and a Discharge Planner.

Since 1994, Tammy has devoted herself to the home care industry - first at Advantage Home Care and later at Gem City Home Care. Prior to joining Bridge HomeCare Partners, she held multiple positions including Nurse Case Manager, Scheduling Supervisor and Nursing Supervisor. She is experienced in new employee orientation, nursing orientation, documentation teaching, chart review and agency surveys.
